Deep Research Verification of All 52 States

Verified all 52 state and territory data files against official government sources. Applied 12 corrections to state data where laws had changed, bills had failed, or information was inaccurate.

  • CT: Corrected licensing threshold from 2 litters to 5 litters per Public Act 23-17 (2023); updated penalties from class B misdemeanor to infraction (1st offense) / class D misdemeanor
  • OR: Changed licenseRequired from null to false; SB 1076 died in committee June 2025 and was never enacted
  • VA: Corrected threshold to match VA Code 3.2-6500: maintaining 30 or more adult female dogs for the primary purpose of selling their offspring
  • AR: Removed incorrect HB1452 source (was actually a marijuana bill, not dog breeding legislation)
  • FL: Marked SB 1830 (2025) as died in committee; clarified HB 1521 (2026) as voluntary DAWG Breeder Program, not mandatory licensing
  • OK: Corrected maximum annual fee from $900 to $650 with accurate tier breakdown per ODAFF application materials
  • TN: Changed licenseRequired from true to null; the Commercial Breeder Act (Part 7) expired June 30, 2014 and replacement legislation has not passed
  • NC: Removed fabricated '30 animals per year' from threshold; actual statute (G.S. 19A-23) is based on breeding more than the offspring of five canine/feline females per year
  • UT: Updated for HB0478 (effective May 2024) establishing state-level care standards enforced by Department of Agriculture and Food
  • MS: Replaced unenacted HB 978 source with actual enacted Mississippi Dog and Cat Pet Protection Law of 2011 (MS Code 97-41-16)
  • KY: Updated HB 651 (died in committee 2024) and SB 122 (failed in committee 2025) to reflect their actual status; removed proposed legislation language
  • ME: Updated for LD 1771 (effective September 2025) which shifted all kennel licensing from municipalities to state DACF; added alternative 16+ animals sold threshold
